Further the introduction should end with the organisation of the manuscript.

As if to say that this was a study on Government. Complete your manuscript as no possible limitation are mentioned (as I think they are many) and therefore areas of further research could be proposed.

Most methods or procedures used to gather data in this study are not fully described. Much information is not given. Besides, the authors did not justify some critical issues in the research design such as:

• Why Carrol 1991 is used in this study? What are the strengths and weaknesses of Carrol 1991? How were the Carrol 1991 CSRmotives operationalised in this study?

• How is upper management and middle management defined in the data collection?

• Who did what in this study? How were the research assistant trained?

• How was the questionnaire pretested?

• No proper discussion on the demographic profile? Why most participants were males, in their mid-thirties and hold bachelor degrees?

• How can only 52 companies data were captured in this study? Quite concerned if we have about 2 million SMES in Saudi Arabia.

• Sample size? Any follow up conducted?
