update on the progress in implementing the resolution. Under Chapter VII of the UN Charter member
states are obliged to prevent non-State actors from developing, acquiring, manufacturing, or
transporting nuclear, chemical, or biological weapons. Through the binding obligations, all member
states have developed domestic controls.
