scenario:
Jane Doe, age 19, and John Smith age 23, have one child, age 3 days. The infant was placed in foster care upon discharge from the hospital because of the following issues; Mother is diagnosed with a mental health illness and had her parental rights terminated to her first child. She was a victim of sexual abuse at age 8 and spent most of her adolescence in residential treatment facilities. Father has a history of domestic violence and has been in prison for assault and burglaries. He is also chemically dependent. Shortly after the baby was born, the parents were involved in a very loud argument at the hospital which precipitated the call to Human Services. Parents do not recognize that any of the problems would impact their ability to parent but they are cooperative.
