While the affectation of contingent rights may engage judicial review, this does not extend to rights which arise in connection with a private contractual agreement. Accordingly, that the Act grants the Corporation authority to enter contracts with participating entities cannot be said to affect ‘rights or obligations’ which ‘derive from the enactment’. Instead, any rights or obligations which may exist in this context result from ‘such agreement as has been made between the parties’, and ‘would have no legal effect without the consent of either party.’
