Airworthiness

You are the Manager of the Avionics shop for a large 14 CFR Part 121 aircraft operator. You have an aircraft that has just completed AD 2020-24-02. Based on the pass down you received from your director, there is a concern that the AD was not accomplished correctly, and he needs you to ensure the aircraft is airworthy, safe, and returned to service correctly.

You decide to review the AD yourself by going to the Dynamic Regulatory System (FAA). and searching for 2020-24-02. You pull up the document, go to AD on page 45, and begin to read the requirements in the AD. You notice on page 53, step (k) requires Required for Compliance (RC) for Boeing's Service Bulletin 737-27-1318 (PDF).. You have been working on this project from start to finish and you know the kit required on page 102 was never received or installed.

Address the following questions in your original, primary posting:
(1) Based on your research, can the aircraft be returned to service; is it safe or even airworthy?
(2) As the technician, what is your role, and what are some of the specific things you would do to resolve the problem?
(3) What regulations do you think apply here or that you may be in violation of breaking?
