Go through the process of developing the needs analysis for the first employee you are going to hire. This needs to be done LONG before you need the employee, because you won't have time to do it in the future. Identify your HR needs by listing out all your needs and organizing them into job descriptions. Then write the job specification for the job description. You can use Monster.com to see examples of a wide variety of job descriptions and specifications. But don't fall into the trap of just copying one from there. Those are based on the needs of that company, not on yours. Your employees need to meet your needs, not random or generic needs of a random business.
