Under the Act, the Corporation has been granted the ‘power to do all things necessary…to provide internships,’ which extends to authorising the Corporation to ‘negotiate and enter…contracts for the creation and maintenance of internships’. In so doing, the decision ‘derive[s]’ and has been ‘authorised’ by the enactment in the sense contemplated in Tang. However, this nexus alone is insufficient to make the relevant decision reviewable.
