• Inmate housing: How will inmates be housed? What types of housing units will be available?
• Inmate discipline: How will inmates be disciplined for misconduct?
• Inmate release: How will inmates be released from the institution? What services will be available to help inmates reintegrate into the community?

I would also consider the following factors when developing and implementing a new correctional institution:

• The needs of the community: What are the specific needs of the community in terms of correctional services?
• Evidence-based practices: What evidence-based practices have been shown to be effective in reducing recidivism and improving public safety?
• Cost-effectiveness: How can the institution be operated in a cost-effective manner?

• Security: How will the institution be secured? How will the safety of staff and inmates be ensured?
