The early years of regulation literally established the basis for all legislation concerning the airlines. In the United States the Air Commerce Act of 1926 was the first governmental assumption of responsibility for the aviation infrastructure and the Civil Aeronautics Act of 1938 and its 1940 amendments essentially remained intact for 20 years. The Civil Aeronautics Board (CAB) would continue to regulate the airline industry until 1978. There are five pieces of aviation legislation passed by the government covered in this module and understanding all of them is essential to this course. In Europe air mail service was also being developed. Deutsch Luftthansa was a dominate carrier for air freight. In central America Transportes Aereos Centro-Americanos was setting records for the being an all freight company. The business of aviation was now growing worldwide 1. Describe the purpose of the Airmail Act of 1925 (Kelly Act). 2. Identify some of the early CAM routes and their significance in terms of today's major air carriers. 3. Explain the importance of the Morrow Board. 4. Describe the purpose of the Air Commerce Act of 1926. 5. Discuss the efforts in Europe to develop an airmail and cargo service before World War II. 6. Describe the purpose of the Airmail Act of 1930 (McNary-Watres Act) 7. Describe the purpose of the Airmail Act of 1934 (Black-McKellar Act). 8. Describe the purpose of the Civil Aeronautics Act of 1938 (McCarran-Lea Act) 9. Review the activity of Transportes Aereos Centro-Americanos in Central America which was an all freight company.
