The execution of the numerous tasks identified in this plan will require great management and leadership, partnered with all public agencies, jurisdictions, and private sectors, coordinating all efforts collaboratively. The complex threats and dangerous hazards will continue to progress in Texas. They must constantly be monitored and assessed to accurately evaluate their impact on the state. Having a program that is responsive to risk management will exploit our capability in preventing, protecting, responding to, and recovering from these hazards and threats, while fostering our vision of a resilient and secure Texas that aggressively succeeds in homeland security and at the same time safeguards liberty for all.
