Although some may think that emergency management is solely comprised of first responders, it is a profession that is interdisciplinary in nature, including both first responders and academics. How large of a role do you see theory, and academic research playing in this profession. Is this role large enough to justify requiring college degrees for this profession?

When examining the evolution of emergency management from 1981 through 1992 one is inevitably led to ask, why does it seem that disaster management is moving away from being a function that is state and locally centered to one that is federally centered? Is this the most effective way to address emergency management? Why or why not?
