Clearly there is no public bureaucracy larger or more critiqued by the public than the U.S. government. Consequently, the lack of quality leadership in the nation’s government can have huge consequences for the employees and the public. Nowhere is this more transparent than in the nation’s administration. For example, during the morning hours before the 9/11 tragedies, for more than an hour after the first plane hit the World Trade Center Building, aviation authorities had received no commands from the Pentagon or the White House; there was no national response and the Secretary of Defense had not been empowered to respond. However, quality leadership can arise in many different environments and contexts clearly demonstrating what a difference a quality leader can make. Public administrations and organizations are, at times, tested by unimaginable events, whether natural or man-man. The ways in which these events are addressed are a direct reflection of the organizational structure and quality of leadership within the organization.
