Hazard and Vulnerability Analysis
Module 2 - Case
Plannin" rel="nofollow">ing for Emergencies: NIMS; Hazard and Vulnerability Analysis
Case Assignment
The results of the Hazard and Vulnerability Analysis prepared by your staff found that your community is equally at risk for at least four different types of disasters. You believe that you have to plan for all four potential disasters. However, your City Manager with the support of the city council is urgin" rel="nofollow">ing you to develop a general EMP that can be utilized for all disasters. You have been requested to prepare a report to the City Manager supportin" rel="nofollow">ing your position as to why a general plan will not best serve the in" rel="nofollow">interests of the community in" rel="nofollow">in case of a disaster.
1.List and describe your arguments in" rel="nofollow">in support of a disaster-specific plan. Briefly, justify your response.
2.List and describe your arguments in" rel="nofollow">in support of a general EMP. Briefly, justify your response.
3.Do you believe that NIMS (ICS) will work effectively regardless of which type of plan is ultimately developed? Support your answer.
Papers should be at least three pages long.
Assignment Expectations
Critical analysis of the strengths and limitations of specific and general response plans should be provided. Demonstrate an understandin" rel="nofollow">ing of the broad applicability of NIMS.
References: At least two references should be in" rel="nofollow">included from academic sources (e.g., peer-reviewed journal articles). Required readin" rel="nofollow">ings are in" rel="nofollow">included. Quoted material should not exceed 10% of the total paper (sin" rel="nofollow">ince the focus of these assignments is critical thin" rel="nofollow">inkin" rel="nofollow">ing). The references should be cited within" rel="nofollow">in the text and also listed at the end of the assignment in" rel="nofollow">in the References section (preferably in" rel="nofollow">in APA format).
Organization: Subheadin" rel="nofollow">ings should be used to organize your paper.
Format: APA format is recommended.
Grammar and Spellin" rel="nofollow">ing: While no poin" rel="nofollow">ints are deducted for min" rel="nofollow">inor errors, assignments are expected to adhere to standard guidelin" rel="nofollow">ines of grammar, spellin" rel="nofollow">ing, punctuation, and sentence syntax. Poin" rel="nofollow">ints may be deducted if grammar and spellin" rel="nofollow">ing impact clarity.
The followin" rel="nofollow">ing items will be assessed in" rel="nofollow">in particular:
?Relevance: All content is connected to the question.
?Precision: Specific question is addressed. Statements, facts, and statistics are specific and accurate.
?Depth of discussion: Poin" rel="nofollow">ints that lead to deeper issues are presented and in" rel="nofollow">integrated.
?Breadth: Multiple perspectives and references, and multiple issues/factors are considered.
?Evidence: Poin" rel="nofollow">ints are well-supported with facts, statistics, and references.
?Logic: Presented discussion makes sense; conclusions are logically supported by premises, statements, or factual in" rel="nofollow">information.
?Clarity: Writin" rel="nofollow">ing is concise, understandable, and contain" rel="nofollow">ins sufficient detail or examples.
?Objectivity: Paper avoids use of first person and subjective bias.
Module 2 - SLP ( Writer: please write 3 pages for this assignment, also you need to make the followin" rel="nofollow">ing changes to this assignment from the professor: Good start but for SLP, I would like you to in" rel="nofollow">include some graphics such as maps, charts, figures, photos, etc to underscore your evaluation.Good work otherwise.
Plannin" rel="nofollow">ing for Emergencies: NIMS; Hazard and Vulnerability Analysis
For this assignment, identify the types of emergencies and disasters that your emergency response plan (ERP) will cover for your community (which you identified in" rel="nofollow">in the Module 1 SLP).
Conduct a Hazard and Vulnerability Analysis for the disasters or emergencies you identified above. Begin" rel="nofollow">in with the disaster or emergency that you believe poses the greatest threat to your specific subject for the SLP.
a.Complete the followin" rel="nofollow">ing table by identifyin" rel="nofollow">ing hazards as described in" rel="nofollow">in the Hazard Analysis section of the Module 2 Home page.
Note:
Hazard
Magnitude
Frequency
Seasonal Pattern
Duration
Speed of Onset
Priority
b.How vulnerable is your population to each of the hazards? Describe the potential impact in" rel="nofollow">in terms of property damage, cost, loss of critical services and in" rel="nofollow">infrastructure, displacement, morbidity, and mortality. Assign severity ratin" rel="nofollow">ings usin" rel="nofollow">ing the scale described in" rel="nofollow">in the readin" rel="nofollow">ing. Refer to the section on vulnerability analysis.
What are the strengths and weaknesses in" rel="nofollow">in your Hazard and Vulnerability Analysis for your ERP? How can this aspect of the plan be improved?
Cite references used.
Description of Terms Used in" rel="nofollow">in Table
MAGNITUDE: Indicate the potential magnitude for each hazard usin" rel="nofollow">ing the followin" rel="nofollow">ing scale: Catastrophic (more than 50%), Critical (25%-50%), Limited (10%-25%), Negligible (less than 10%).
FREQUENCY: Indicate the frequency of occurrence for each hazard usin" rel="nofollow">ing the followin" rel="nofollow">ing scale: Highly Likely (likely to occur in" rel="nofollow">in the next year), Likely (likely to occur in" rel="nofollow">in the next 10 years), Possible (likely to occur in" rel="nofollow">in the next 100 years), Unlikely (less than 1% chance of occurrin" rel="nofollow">ing in" rel="nofollow">in the next 100 years).
SEASONAL PATTERN: Is there a seasonal pattern for any of the possible hazards? Describe.
DURATION: What is the probable duration of each hazard?
SPEED OF ONSET: What is the potential speed of onset for each hazard usin" rel="nofollow">ing the followin" rel="nofollow">ing scale: Min" rel="nofollow">inimal (no warnin" rel="nofollow">ing time), 6-12 hours' warnin" rel="nofollow">ing, 12-24 hours' warnin" rel="nofollow">ing, more than 24 hours' warnin" rel="nofollow">ing.
PRIORITY: Prioritize hazards based on frequency of occurrence, magnitude, speed of onset, and community impact.
Submit your SLP for Module 2 by the end of the second week of this module.
Papers should be no longer than three pages.
