In recent years, increased attention has been given to the design, evaluation, and scaling up of a set of procedures known broadly as Response to Intervention (RTI). In some quarters, RTI is seen as a prevention approach for educational disabilities; that it will reduce the incidence of special education classification among at least some high-incidence categories. Others believe that fundamental differences exist between RTI and special education as systems—that tiered intervention systems are “not special education,” the children served do not have disabilities, and implementation of RTI approaches may actually weaken or diminish special education services.

Briefly define RTI
and place it within the context of theoretical, empirical, cultural, and practical developments in special education over the last three decades.
Describe how RTI may be seen as closely related to special education as a system (and thus, may reduce incidence in some disability categories) and how it may be seen as unrelated to special education (and thus be a move away from the special education mandate).
State your view on the relation between RTI and special education and justify your position.
