Research question: How does Service Artificial Intelligence (AI) affect the low-skilled labor market? And what are the solutions to solve the unemployment problem? How should human adapt to the new dynamics that the AI brings?
- Introduction:
a. Artificial Intelligence (AI) is a result of nowadays rapid technological development and it has brought a lot of conveniences for the society by taking over harsh tasks. However, it is already an existing problem for the world that AI is posing a threat to certain workers, especially the low-skilled labors. While the technological development is inevitable and has brought the society a higher standard of living, the unemployment group due to AI should not be ignored. Many solutions have been introduced, but the most effective one should be having AI to continue advance and having human to adapt the changing dynamics. - Thesis:
a. AI is rapidly changing the dynamics of workplaces as it is more preferred by the society due to its high efficiency and low cost, but it has raised many controversies about its huge impact on the low-skilled labor market. Many solutions point towards the direction of changing AI itself to the limitation of its capacity, however, it is better for the society to continue developing AI and to adapt to this technological change as soon as possible by starting to establish solid unemployment worker educational training like P-TECH, to invest in human-labor based businesses to increase employment rate of the unemployment, and to research on potential new jobs that could be created by AI. - Background:
a. P-TECH 9-14 Model (Pathways in Technology in Early College High School) is a college program that provides lower class family members to graduate with college diploma and skills that allows them to be tangible to in the workplace (“Why Develop…”, Para. 8). P-TECH is a combination of high school, college, and career and has expanded from 1 school to 60 across America (IBM, Para.2). The school provides variety courses and also STEM (Science, Technology, Engineering, and Mathematics) without any costs in tuition (“P-TECH: Connecting…”, Para. 5). - Possible Solution #1:
a. New policies should be established on mandatory human labor and redistributions should be done to balance the work of AI and human labor to ensure the protection of the low-skilled labors. (Marchant G., Stevens Y., Hennesy J., P30-34)
b. Why not?
i. The society needs the AI to help in the growth of economy and individual financing. It is rather more dangerous if failing to embrace the technological changes because there will be risks society instability when AI seems not to be beneficial but taking away jobs at the same time (Rotman D., P.93).
ii. The regulations and policies would raise a high governmental cost. And if these policies are implemented, it will place human in a worse situation when the beneficial side of AI like in the medical field is gone and when human is still in the transition of high unemployment rate. (Etzioni A., Etzioni O., Para. 10) - Real Solution #1:
a. Governmental educational training program for the low-skilled labor group is the most direct and effective way to help the unemployment situation (Thirgood J., Johal S., P.30-31).
i. Why Yes? - P-TECH has already showed its successful result of having 100 graduates from the program in one school in 2017 (IBM, Para.1). Examples like Brandon Scott could clearly show the program’s advantage in the labor market. Brandon at the age of 19 has already owned his own website domain and had his internship at IBM (Para.1). Statistic has shown that the graduate students from PTECH in 2017 are already on their way either to a higher degree of education with full scholarship or a full-time employment. (“PTECH: Connecting…”, Para. 7).
- Within a rising new workplace that have AI all around as assistant, the schools should educate the children the knowledge about AI to prepare for the new changes the society is facing. It is because failing to embrace the changes would be detrimental for the students who are in great disadvantages in skills and productivity. (Devlin H., Para.7-10)
- Real Solution #2:
a. AI should not be limited in its ability and should be fully invested in a good way for the society.
i. Why Yes? - AI could help students to learn more effectively in the classroom by providing tutoring and personalized feedbacks and so on (“10 Ways…”, 2012 Oct. 30, Para. 6-7). AI, in general, is facilitating the pace of the basic development—education, benefiting the human race in the very fundamental and solid way.
- It is estimated that 2.3 new jobs would be created by 2020 (Singh S., Para.1). It will be more effective for the economy to have more range of productive roles in the labor market by eliminating highly-repetitive jobs (Para.13).
- AI regulation could easily be broadened to the beneficial AI field. If regulations and policies on AI are established, many AI technologies’ development such as in the medical field could be delayed and halted as well. It would have a negative impact on the society because these are what saves millions of lives. (O’Sullivan A. Para. 8-9)
- Real Solution #3
a. Human should adapt to the new evolutional changes in the society with government’s support in new rising jobs.
i. Why Yes? - Human is able to search for alternative jobs. The most possible solution is in the part time job because recently part-time wages in rising high (Dixon L., Para.6 -7). While technological changes brings more productivity and lowering the cost of production, the human could work in a shorter time with enough wages to support their same standard of living.
- Besides bring educations on the stage, government should help redistribution of wealth between the wealth and the low-skill labors to help the economy to be stable and quoting Danaher--“…that one way to address this problem was to endorse an integrationist, as opposed to an externalist, approach to our relationship to technology.” (Danaher, J. 2017)
- Conclusion:
a. Government intervention is necessary but should be focused on the low-skilled labor educational programs and unemployment compensations and assistant. Also, AI should not be limited in the development just to protect the human labor market. It is important for future generations to keep pace with the new working environment, but it is also vital for a mutual growth in both AI field and human soc
