In this report, the authors discuss the findings of an international research study, sponsored and supported by the European Commission. The purpose of this study was to identify trends in cyber capacity building and included information derived from interviews with subject matter experts representing 50 organizations from around the world (See Annex 1. Cyber capacity building is the process of creating, improving, and strengthening a nation’s digital infrastructure and capabilities. It involves the development of technological tools that enable effective cybersecurity management, protection against cyber threats, and robust online data systems and networks. While this is an important endeavor to ensure national security and stability, it also raises a range of ethical issues that can create potential barriers to its success.
First, there are privacy concerns associated with large-scale data collection initiatives undertaken as part of cyber capacity building projects. As more sensitive data is gathered from individuals or organizations in order to better protect them from cyber threats, there must be safeguards in place to ensure that their privacy rights are respected.
