In March 2016, after the county experienced its 10th overdose, death and opioid deaths surpassed 30,000 for
the first time in recent history, and these deaths were an increase in nearly 5000 deaths since 2014. The HARP
program was created to interrupt the traditional cycle of arrest and release among heroin users with the
primary goal of saving lives. Since 2016 we have been fortunate to have guest speakers (inmates) from the
Chesterfield County Correctional Facility HARP (Heroin Addiction Recovery Program) come to our class to
share their stories with us. Jails must be equipped to address substance abuse and mental health needs. To
that end, HARP fills a critical gap in addiction-related services from a mental, emotional, and spiritual
standpoint in Chesterfield County
