You were recently hired by the Ohio Department of Public Health Immunization Program. Part of your new job is to advise/advocate with the Ohio legislature regarding vaccine policy for public schools. Your assignment is to write a one-page memo for the governor of Ohio outlining your recommendations for public policy regarding measles (rubeola) vaccine for children in Ohio who attend public schools. Ohio allows medical and personal belief exemptions for immunizations: (“3313.671 B4-5 Proof of required immunizations – exceptions”, http://codes.ohio.gov/orc/3313.671):
“(4) A pupil who presents a written statement of the pupil’s parent or guardian in which the parent or guardian declines to have the pupil immunized for reasons of conscience, including religious convictions, is not required to be immunized.
(5) A child whose physician certifies in writing that such immunization against any disease is medically contraindicated is not required to be immunized against that disease. “

The additional articles mentioned in the course syllabus can be used to help write your memo as well as any other reliable sources. Your memo should be one page in length (single spaced, Times New Roman or Arial, 11- or 12-point font, ≥0.5 inch margins all around) and should address the following issues:

  1. Brief explanation of measles – disease, complications, infectivity, attack rate, current US and world epidemiology, etc.
  2. Rationale for the continued use of the measles vaccine in the US even though the disease has been eliminated in the US – vaccine efficacy, herd immunity, etc.
  3. Outline current CDC recommendations for measles vaccination for children in the US, the current Ohio law regarding vaccination requirements for children, and the current exemption requirements for Ohio
  4. Recommendation regarding whether Ohio should make any change to the vaccine exceptions (medical, religious, and/or philosophical/personal) that are currently in place for MMR vaccination under the above-mentioned law.
