With the BSN requirement that started in 2020 and with many AS nurses unable to attend RN-BSN programs
due to work and financial constraints, the predicted nursing shortage of 2021 and beyond will worsen. In
addition, with the Affordable Care Act now providing more access to health care for millions of Americans,
there will be an increase in the number of patients with chronic disease states that will stretch already thin
nursing resources. An additional caveat is an aging nursing faculty that will result in fewer students being
accepted into nursing programs.
Discuss how you see this playing out in terms of existing nurses being able to provide necessary care for an
increased patient population. Read Joe Cooper's email in answer to my question to him regarding how
mandated staffing ratios in California have impacted care there. California is the first and only state with
mandated staffing ratios although, other states have made plans over time to join their ranks. Include a
discussion of the passing of House Bill 0484 brought forward in 2005 that allowed certified nursing assistants
and adult day care providers to pass medications after minimal training. As of 2007, Medication certified
Nursing Assistants can, now after 50 hours of training, pass/supervise the taking of medications by stable
patients in nursing homes. Do you believe that the passage of House Bill 0484 has impacted and continues to
impact patient safety?
