Policy Analysis Outline

The congress will be in the 115th Congress. There will be a new administration and a Republican controlled House, Senate, and Presidency. The Republican plan to repeal and replace the Affordable Care Act (aka Obama Care). Therefore, this term, students will be looking at the Affordable Health Care Act and monitoring any proposed changes to this Act. This Act was fully implemented in 2015. There are a number of reports coming out about the accomplishments of the Affordable Health Care Act. The major part of the legislation was implemented in 2013 and 2014 --- the exchange and Medicaid expansion. In addition, we will follow the movement toward a Public Option, which was missing from the Affordable Health care Act and which would prove to be a significant addition to the Affordable Health Care Act. The following is the analysis format that we will use for this major assignment. I. Definition and Overview of the Policy Under Analysis A. What is the policy to be analyzed? B. What is the nature of the problem being targeted by the policy? 1. How is the problem defined? 2. For whom is it a problem? C. What is the control of the policy being analyzed (i.e. how does this specific policy fit with other policies seeking to manage a social problem? D. Choice Analysis ( i.e. what design of the programs created by a policy and what are alternatives to this design?) 1. What are the bases to social allocations? 2. What are the types of social provision? 3. What are the strategies for delivery of benefits? 4. What are the methods of financing these provisions?
