What is the background to your problem?
Are there any current polls that measure public opinion on your chosen topic?
Why is the problem you selected a problem?
What governmental or non-governmental organizations or tools can be identified as part of the solution?
What obstacles or roadblocks must be overcome to the problem?
What solution would you recommend to resolve this problem? What would be the results of your solution overall?
Step 3: Write a 2-3 page policy position paper (double spaced, reasonable font and margins, but not including your works cited page) using the following format. Please identify each new section as described below so I can follow each section easily. (In other words, do NOT write a traditional multi-paragraph paper)
Topic: List your policy issue here. You do not need a complete sentence. You can simply write in a couple of words what area of policy you are researching.
Problem: In 1-2 sentences identify the main problem you are targeting with your paper. Be sure you are clear and concise in stating the problem. You will be able to explain more in the background section.
Background: In 1-2 fully developed paragraphs, describe the history and status of your problem. You might consider including when the problem begin, what actions have been taken in previous years to find a solution if any, facts/statistics that show how large of a problem it is, and so forth.
Key Players: Identify here the key organizations or offices that have a stake in either causing or solving this problem. These can be government organizations or individuals (either domestic or foreign OR federal, state or local), and/or private organization or individuals. Your textbook can be of help here and you may come across others in your research. You can list each with a short reason why they can be useful or not. Do not worry about listing everything. Focus on the major players related to your solutions.
Policy Solution: Begin this section with a brief description of your proposed solution to the problem and then describe the key ingredients in ensuring your solution will work. (Things to consider: funding needed? Laws passed? Organizations or individuals to take lead roles? And so forth)
Areas of concern: Policy problems are not easy to solve. There are a number of factors in any given policy problem what may cause solution to fail or have less impact. Identify 3 main concerns you have in regards to your policy solution being a success.
Step 4: Lastly, you will submit a Works cited page (if using MLA). You will need a minimum of 5 sources in addition to your textbook. Be sure to use academically appropriate sources. Encyclopedias (including Wikipedia) will not count as an academic source.
