This is what the speech should include:
Imagine that you are President Gerald Ford's key advisor. He has confided in you that there is no question of the fact that Richard Nixon is guilty of several felonies which will result in a long-term prison sentence if he is brought to trial.Ford has also let you know that Nixon has appealed to him for personal clemency(amnesty, forgiveness, etc.). Having recently suffered yet another fall down a flight of White House steps, the President is in no condition to decide what to do about the former president. He has left the decision in your hands. Please write a speech explaining the Watergate Scandal in terms the American people will understand. Then explain why you will or will not pardon Richard Nixon for all crimes connected to the Watergate burglary. President Ford will read your speech to a national audience tonight.
