First, what was your position on Part I of the case- does the plan Strike Right or Strike Out? How do you justify your stance?
Next, using your reflexive understanding from Part I of the case analysis of the FAMU 2017-2022 Strategic Plan, incorporate the following additional complexity of the case:
While the rationale of the FAMU 2017-2022 Strategic Plan speaks to a process that involved various stakeholders, the problem is that, seemingly, the voice of additional stakeholders was not captured in the final, published version of the plan. Further, there are some stakeholders who feel that the 2017-2022 Strategic Plan was solely developed in response to the State University System’s adoption of P erformance-Based Funding Metrics1 in 2014- not in the interest of other constituents.
Who are these additional stakeholders? How are they defined and collectively, what was each group’s financial value to the university in 2015? In 2018? What are the implications of this funding? That is, what should it produce, what has it produced, and what are the ramifications if it declines by 5, 10, or 20%? What might be produced if it increased by those some amounts?
Finally, what are the existing Strategic Priorities and Goals that address each of the 10 Performance Funding metrics common to all institutions? Interpret the PBF model through research on its impact on MSIs2. What alternative solutions or modifications to each of the Strategic Priorities in the 2017-2022 plan would you propose? How would short-term, mid-range, and long-term goals be demarcated and what would those goals be?
