You are a management consultant that has been hired to evaluate the effectiveness of the management of two
utilities for a comparative analysis. The basis of your evaluation will be conducting the Effective Utility
Management (EUM) Resource Toolbox and the EUM Primer. You must conduct your research to describe how
two separate water or wastewater utilities are or are not addressing the implementation of the 10 EUM
attributes. Personal interviews of management staff at those utilities can be part of your research.
Include a description of the utility and each of the attributes you researched and some of the ways the utility is
reflecting implementation of those attributes. Address to some extent each of the 10 attributes of EUM. If the
utility is not following EUM guidance how are they managing the respective utility effectively. Also note what the
Mission, Vision and Values are for the utilities and whether it is included in a Strategic Planning document.
Identify the greatest strengths and weaknesses of each utility . Conclude with a section of your report that
compares the strengths and weaknesses of the two utilities .What are your recommendations for additional
steps they can take to enhance those EUM attributes The 10 attributes of EUM are:
