The government be more or less active in the lives of citizens

Should the government be more or less active in the lives of citizens?
People differ on the need for and role of the government. Government is the legitimate use of force to control behavior. It is legitimate in that citizens have surrendered some rights willingly to the government in exchange for the services provided by the government. What is the appropriate balance between government and freedom in American democracy? Recall the philosophies of John Locke regarding religion, education, and violence. Do you think the government should be more active, providing assistance to achieve a common good for all citizens; or, should the government be more limited, involved only to the extent that it protects individual rights and liberties?
