  Order Description According to both Thomas Hobbes and John Locke, “the state of nature” is the way human beings live before a government is formed. Compare Chapters XIII and XIV of Hobbes’s Leviathan with Chapter II of Locke’s Second Treatise of Government. How is the state of nature alike in these two works? How is it different? Also, since their ideas concerning the state of nature are somewhat different, Hobbes and Locke will have somewhat differing ideas on the ends of government.
