Upper Colorado River Basin Compact (1948)

My professor gave us this text to read at first:
The United States Constitution, in Article 1, Section 10, Clause 3, grants states the right to enter into agreements with other states for mutual benefit, with the approval of Congress.
In the late 1800's the United States Supreme Court modified the congressional approval rule, mandating approval only in cases where the power of the states that are party to such an agreement would see their power increased, at the expense of the federal government's power. Compacts are used for a variety of purposes, usually to try to solve some regional dilemma or facilitate some type of infrastructure improvement/management.
There is a national clearinghouse for interstate compacts which you may utilize for this activity, the National Center for Interstate Compacts; their Compacts search engine can be found at the following link: http://apps.csg.org/ncic/ (Links to an external site.)Links to an external site. Links to an external site.Their search engine can be researched two different ways, which should be helpful as you look for your assigned compact.
So, what is your task? First, look below for the list of assigned compacts, along with the year they were established, to find yours. Then, do some additional research: take a look at the actual compact itself on the database listed above, then look through your assigned compact's website (if it has one--many do--if it does not, find me immediately for further information) to learn more about their specific work.
Then he gave us this directions:
Discuss: 1) What was the original problem that was trying to be solved? 2) What does the Compact say needs to be done to solve the problem? 3) Provide an update on what the Compact has been accomplishing—if they have a website or a government agency managing the compact, they may have updates, or an appropriate media source may be required to provide that update.
