- Cite and describe at least four federal laws that influence current approaches to ELL instruction.
- Cite and describe at least three federal court cases that provide the legal requirements for determining a school district’s compliance with state and/or federal guidelines.
- Cite and describe at least two state court cases that provide the legal requirements for determining a school district’s compliance with state and/or federal guidelines.
- Cite and describe at least two state laws that influence current approaches to ELL instruction.

B. Describe (suggested length of 3–4 pages) how an ELL teacher could assist schools or districts to design ELL instructional programs that meet federal, state, and local guidelines, laws, and policies, such as those you described for part A. In your description:
- Discuss questions that an ELL teacher could ask in order to understand the needs of the school or district in meeting specific federal and state ELL requirements.
- Describe the data an ELL teacher could gather to assist a school in developing or modifying an existing ELL program to meet federal and state requirements (e.g., surveys of teachers to determine the expertise and credentials needed to teach ELL students; surveys of parents to understand their concerns).
