Watchmen - Comic Novel

Think critically about Rorschach being judge, jury, and executioner to Gerald Grice and his dogs. According to our laws and the Watchmen universe laws. Rorschach was committing several criminal acts: breaking and entering and murder, to name a couple.
We find out that through some strong-arm investigation in sketchy places. Rorschach is given Grice's name and address as the kidnapper and murderer of Blaire Roche. Rorschach does find some compelling evidence, however, it is questionable because it is not clear that it belonged to Roche. He does not have any tools to collect DNA from the evidence.
Which brings me to this thought:
Even though what Rorschach did is technically illegal, do you think it was necessary for him to execute Grice and his dogs for Roche's kidnap and murder? Should he have just called the police and told them an anonymous tip so Grice could be tried in a court of law? Explain. Support your answer with example(s) from the text, if necessary.
