Description
Topic: The targeting of populations with the intent to kill or harm as many as possible, referred to as “mass victimization”
Rhetorical Situation: The FBI prevented a suicide/bomb plot scheduled to take place on the National Mall in D.C. on Election Day 2018, allegedly to publicize the perpetrator’s ideology. From Columbine to Sandy Hook and Virginia Tech and from Boston to Orlando and Las Vegas, sites are remembered for the large scale targeting of the innocent. Because of the almost routine incidents of mass victimization, law enforcement and other government officials as well as community, business, and school leaders recognize the need to develop strategies to respond to such events. Even more helpful, proactive measures that would prevent such occurrences would help reduce the number of fatalities in America or abroad. Besides the number of fatalities, sometimes individuals suffer not only psychological and physical trauma, but also emotional, social, and financial effects Sometimes the initial trauma is compounded by multiple events including media exposure. In addition, large scale violence is a potential for terrorist activities. Prevention of such targeted violence is preferred to intervention after the event is in process. What strategies would be successful in reducing the number involved in mass victimization?
